Aggrupation of Levelled-Up and Amplified Year-Long Achievement
Is an award recognizing outstanding groups within DILG Pampanga for their sustained excellence and continuous improvement over the course of a year. The award honors teams or local government units that have not only maintained high performance but have also amplified their impact, demonstrated innovation, and contributed significantly to community development and public service. ALAYA celebrates achievements that reflect growth, dedication, and a lasting positive influence on governance and the local community.
In order for an organization to work effectively, prime attention must be given in strengthening internal organization to ensure that the full potential of employees is harnessed and any issue or concern that may affect the performance and capacities of the organization are addressed.
Moreover, the DILG Central Luzon established GAWAD TIMPUKAN Annual Regional Awards and Recognition Program to nourish a culture of performance excellence and put a premium on hard work and efforts of its workforce.
In light of this, the DILG Pampanga, through LGRC Pampanga’s SIKAN (Sustaining Innovations and Knowledge Advancement Norm) sub-component, will establish its own system of incentives and awards to be called as Gawad Sinukuan, an annual recognition of the exemplary performance of the personnel in DILG Pampanga. Through this, the Office aims to recognize the effort, hard work and innovations of all the personnel and to likewise encourage a culture of excellence in public service.
The transition from Kwentong LFP to Gawad Sulayman represents a profound evolution in how DILG Pampanga celebrates and recognizes local governance achievements. Since December 2020, Kwentong LFP has been at the heart of DILG Pampanga’s efforts to honor the exemplary performance of LGUs, local personnel, and DILG field officers in implementing locally-funded projects. With its shift to an audiovisual presentation (AVP) series in April 2022, Kwentong LFP began delivering Makabuluhang Kwento—meaningful stories of outstanding projects and their impact—directly to the public, showcasing the tangible benefits these initiatives brought to local communities.
In 2023, DILG Pampanga introduced Gawad Sulayman as a natural and significant progression from Kwentong LFP. Inspired by the legacy of Tarik Sulayman, the young Kapampangan hero who bravely fought for his people, Gawad Sulayman elevates the recognition system to embody the valor, commitment, and dedication seen in these modern-day Kapampangan champions. This new award structure celebrates LGUs, local personnel, and field officers as “modern Sulaymans” who are leading and advancing impactful projects with the same courage and tenacity demonstrated by the hero Tarik Sulayman.
Through Gawad Sulayman, DILG Pampanga not only continues its commitment to recognizing excellence but also deepens its connection to Kapampangan heritage, embodying local pride and resilience in every recognition. This system honors today’s local heroes in governance, those who champion “makabuluhang proyekto” and bring transformative change to their communities, cementing Gawad Sulayman as a prestigious legacy of dedication and bravery in the service of the Kapampangan people.
Under Republic Act 7160, barangays are the primary units for implementing government programs that impact communities. The PAMAGBUNYI initiative focuses on empowering Barangay Peace and Order Committees (BPOCs), critical in maintaining local peace, safety, and public order. BPOCs monitor and report illegal activities and collaborate with law enforcement to combat criminality and insurgency.
Supporting programs, like the Lupong Tagapamayapa Incentives Awards (LTIA) and the Seal of Good Local Governance for Barangays (SGLGB), encourage excellence in local dispute resolution and governance, especially in areas of peace and safety. Through PAMAGBUNYI, barangays are empowered to deliver quality services, strengthening their role as partners in good governance and public service.
